Multiple car sales without Licenced Motor Car Traders licence?

After reading the last paragraph of selling cars on ebay I am wondering if eBay allow you to sell many cars on your site without holding a Licenced Motor Car Traders licence and if so why, when this practice is against the law. Would like to know if this practice is allowed as I have just been fleeced by an eBayer who is doing just that. Can he be stopped by being reported?
